About the Project
ChildFund India is implementing an Urban Heat and Health Project in Delhi and Bhubaneswar aimed at strengthening heat risk resilience and management. The initiative focuses on building and empowering children’s and youth groups to enhance preparedness for heatwaves and improve community-level disaster response. The project promotes community-level understanding of weather patterns, heat risk indices, and their underlying factors. This includes installing and using weather and air quality monitoring devices and enabling schools and communities to access IMD-issued early warning messages and other digital weather and climate information.

It raises awareness about the health effects of heatwaves; strengthens school- and ward-level eco clubs and youth collectives (Jalvayu Sathis); and improves last mile heatwave early warning communication. Additionally, the initiative supports school- and community led implementation of Heat Action Plans. This involves encouraging practical and localized nonstructural cooling measures, building capacities, and establishing cooling, rest, and hydration centres equipped with essential first aid and heat risk management supplies.

The project also promotes user friendly guidance on heat risk dos and don’ts, early symptom identification, and timely referral to health facilities. Furthermore, it enhances health system preparedness for effective heat risk response and facilitates increased access to preventive and promotive public health information and services for vulnerable groups, including children, adolescents, pregnant women, older persons, and individuals with illnesses, to reduce heat related health impacts.

About Assignment
The Consultant Field Officer (Heat & Health) will be responsible for effective coordination & implementation of this project in Delhi / Bhubaneswar in collaboration with the team. They will be closely working with community and School level for Heat & Health project activities. They are responsible for emergency health response.

Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures and conduct yourself in a manner consistent with ChildFund’s Safeguarding Policy.

Scope of Work
Community and School level Heat and Health Responsibilities

  • Generate awareness and sensitise schools and communities on heatwaves, early warning systems, and lowcost, community friendly heat mitigation and management actions, approaches, and processes.
  • Facilitate the formation and strengthening of school ecoclubs and community youth collectives (Jalvayu Sathis) to promote heat mitigation and management in coordination with school management, ward councillors, and communities.
  • Support the installation, operation, and maintenance of air quality and weather monitoring stations in schools and promote weather and climate literacy among students and youth collectives.
  • Organize training programmes and interface meetings for schools and communities on heat risk reduction, early warning and preparedness.
  • Support schools and ward communities in adopting lowcost passive cooling solutions as part of local Heat Action Plan implementation.
  • Assist schools and ward communities in establishing cooling centres and water kiosks at designated locations and ensure the availability of drinking water, first-aid supplies, and essential heat risk management items.
  • Conduct community sensitisation sessions on safe practices during extreme heat (hydration, shading, rest periods, avoiding peak heat hours, and caring for infants and the elderly).
  • Identify vulnerable households—such as those with children, pregnant women, individuals with illnesses, and outdoor workers—and ensure regular followup.
  • Conduct heat health awareness sessions for students, teachers, and school management.
  • Ensure schools set up hydration points and make drinking water available during high temperature days.
  • Coordinate with teachers to ensure regular “water breaks” for students during heatwave periods.
  • Conduct orientations for teachers, eco clubs, youth collectives, and communities on heat health management and preparedness.
  • Strengthen linkages between schools, communities, and relevant government and private service providers for effective heat risk management.
  • Monitor heat related symptoms reported by schools and families and ensure timely referral to designated health facilities.

 

Emergency Health Preparedness for Response Responsibilities

  • Support frontline workers in identifying and managing early signs of heat exhaustion and dehydration.
  • Facilitate messaging and community communication during heat alerts through local platforms (schools, SHGs, youth groups, MAS, VHSNCs).
  • Support the government bodies in establishing hydration points, shaded waiting areas, and “cooling corners” in AWCs, schools, communities and outreach sites.
  • Ensure health facilities and outreach sessions have drinking water, ORS, first aid items, and shade arrangements.
  • Coordinate and ensuring availability of essential supplies at PHCs and CHCs
  • Support trainings for frontline workers and community volunteers on heat-related illness recognition and community preparedness for response.

 

Coordination & Documentation

  • Support district-level reviews, community meetings, and health department planning.
  • Represent child fund India in forums and meetings promoting heat resilience and heatwave response.
  • Under the guidance of reporting supervisor, coordinate with various stakeholders – both government and non-government for effective and coordinated heat risk management.
  • Any other responsibilities as assigned by the Line Manager/Supervisor.

Required Qualifications

  • Education: Bachelor’s degree in disaster management, public health, social work, social sciences, environmental health or related field (master’s preferred).
  • Experience: 3–5 years’ experience in urban disaster management, heat resilience and health programs, maternal and child health, primary health care, public health preparedness for disaster response, or community health. Experience working with disaster management frontliners, ward counsellors, ANMs, ASHAs, AWWs, MAS, VHSNCs, UPHCs/HWCs, or local health systems. Experience in community engagement and mobilization, developing schools and community-based heat action plans and its implementation along with health awareness and field coordination.
  • Skills and Abilities: Good communication skills in local language and English. Willingness to travel extensively to field sites.
  • Knowledge: Basic understanding of heat related weather terminologies and heat-related illnesses and preventive health behaviours
