About This Role
The Senior Field Officer, Programs will be responsible for effective implementation of ChildFund India’s programs in Delhi urban locations in collaboration with the field team. They will do this by ensuring proper planning, implementation, managing the team, collaboration with other functions in the organization, timely reporting as per the guidelines and expected standards of ChildFund. They will lead the collaborative efforts with government and other key stakeholders for successful implementation programs at field.
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures and conduct yourself in a manner consistent with ChildFund’s Safeguarding Policy.
Required Experience and Education
- Graduate degree in Social Work / Rural Development.
- At least 7 years of experience in NGO sector, of which minimum of 2-3 years’ experience in management and leading specific projects.
- Self-driven, result oriented and experience of managing teams.
- Strong experience in leading community level implementation and building networks at local level especially at district and ward level in the urban.
- Demonstrated experience in capacity building of project staff and other key partners including training, mentoring and leadership.
- Knowledge of participatory community development approaches.
- Excellent presentation, public speaking and interpersonal skills.
- Strong communication skills (both verbal and written) in Hindi, English.
- Strong computer skills, with familiarity in using Microsoft Office suite applications.
- Willingness to travel to different urban wards including slums.
- Be gender sensitive with strong conviction and skills for the empowerment of excluded and disadvantaged children.
- Previous experience of designing and implementing Child Protection and Education projects would be an asset.
Primary Responsibilities
- Be responsible for collecting first-hand information from the ground and feeding into program planning upward with the program teams.
- Collaborate with program teams to ensure effective implementation of project deliverables.
- Lead and contribute to developing activity plans and monitoring its execution and outcome.
- Develop and execute sound project management approach that includes building capacity of field teams, timely monitoring, financial oversight.
- Coordinate with Finance for fund requirements, expenses / reimbursements for program related activities.
- Track the progress of activities, ensure collecting of program indicators, and provide on-time internal status reports and external donor reports.
- Identify and monitor risks, constraints, or escalating issues, and inform the hierarchy accordingly.
- Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt, and best practice are capitalized.
- Leading project design document (PDD) and AOPB development process at field level and its timely submission.
- Provide leadership to the staff and ensuring that the project activities are completed, and the targets are achieved on time. Conduct regular performance review and evaluations of the field team.
- Implementation, supervision, monitoring and analysis of the weekly, monthly, quarterly, six monthly & annually CDP activity plans and reports, readjustment of the activities in collaboration with line Manager.
- Identification of training needs, implementation/organization & facilitation of trainings and technical workshops
- In collaboration with the Field finance & admin, management of project procurement planning, equipment supplies when necessary, orders preparation and orders follow-up.
- Examine and pursue funding opportunities from donors and partners, (including developing and submitting concept papers, proposals, etc.).
- Engage and strengthen relationship with local level government agencies, civil society organizations and individuals to strengthen organizational presence and work.
- Promote and participate in local networks/ alliances with like-minded organizations for policy influencing.
- Represent organization in external forums through presentations, networking, publications, and engagement in the development discourse.
- Ensure regular visits to project locations and provide feedback for timely corrective measures.
- Open to travel for supporting projects across the state.

Project Background
The Government of Jharkhand, through the Department of Women and Child Development (WCD), in collaboration with ChildFund India, is committed to strengthening child protection systems to address the growing risks of Online Abuse and Exploitation of Children (OAEC). With increasing internet penetration, children are highly vulnerable to online risks, necessitating comprehensive strategies, capacity-building, and scalable models to safeguard them. ChildFund India has successfully demonstrated the Web Safe and Wise model in other states and now aims to scale up the initiative in Jharkhand. To support this, a dedicated consultant will be engaged to provide technical expertise, strengthen coordination with WCD, and ensure effective implementation at the state.
About This Role
Senior Consultant has to provide technical guidance, strategic support, and coordination assistance to WCD in coordination with ChildFund India for scaling up the Web Safe and Wise model in Jharkhand, with a focus on prevention, detection, and response to online abuse and exploitation of children(OAEC).
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures and conduct yourself in a manner consistent with ChildFund’s Safeguarding Policy.
Required Experience and Education
- Postgraduate degree in Social Work, Child Protection, Public Policy, Development Studies, or related field.
- Minimum 6–7 years of experience in child protection, preferably with a focus on online safety and OAEC.
- Strong knowledge of child rights frameworks, government systems, and child protection mechanisms in India.
- Proven experience in policy development, training, and capacity-building at state or national level.
- Demonstrated ability to coordinate with government departments, NGOs, and multi-stakeholder platforms.
- Excellent research, analytical, communication, and report-writing skills.
Primary Responsibilities
The Consultant will work closely with WCD, Jharkhand and ChildFund India to:
- Develop comprehensive strategies, roadmaps, guidelines, and SOPs for addressing OEAC at the state level.
- Provide technical support to WCD in scaling up the Web Safe and Wise model.
- Conduct research and analysis to identify best practices, trends, and innovative solutions for online child protection.
- Facilitate capacity-building programs for stakeholders (government officials, educators, child protection functionaries, CSOs, etc.) on OEAC prevention, detection, and response.
- Design and develop, and contextualize educational materials, training modules, toolkits, and awareness resources to enhance understanding of OEAC among diverse stakeholders.
- Liaise with government departments, NGOs, and other partners to strengthen collaboration and coordination mechanisms.
- Monitor and evaluate implementation progress, ensuring alignment with project objectives and measuring outcomes.
- Prepare and submit monthly, quarterly, and annual reports, along with recommendations and updates to WCD and ChildFund India.
- Provide strategic guidance to ChildFund India on emerging risks, opportunities for policy influence, fundraising, and programmatic expansion.
- Undertake any additional tasks assigned by the Thematic Specialist and Specialist–Programs.
Deliverables
The Consultant is expected to deliver:
- A state-level strategy and roadmap for OAEC prevention and response in consultation with WCD and collaboration with other govt. departments.
- Guidelines and SOPs for WCD and key stakeholders.
- Support WCD and other line departments to execute the strategy and roadmap in the state.
- Training modules, toolkits, and awareness resources on OAEC.
- Capacity-building workshops, consultation conducted for key stakeholders.
- Regular progress reports (monthly, quarterly, annual) with analysis and recommendations.
- A final completion report summarizing achievements, challenges, and way forward.

1. About ChildFund:
ChildFund India, registered in India in 1984 has been working with children, youth and families from the most remote, extremely backward, and hard-to-reach areas in India, with a vision of “an India where children lead a dignified life and achieve their full potential”. ChildFund’s unique programs provide comprehensive support to children from their conception until they reach 24 years of age by integrating health, nutrition, sanitation, education, skill training, livelihoods, child protection and humanitarian relief work. ChildFund annually reaches millions of children, youth, and their families across 10 States through its long-term programs.
2. Background of the Project:
ChildFund India is seeking to engage a professional SEO (search engine optimization) agency to optimize our website (childfundindia.org).
The objective is to increase the visibility of the ChildFund India brand by improving the SEO performance of ChildFund India’s website, increase organic traffic, improve search rankings for relevant keywords, and optimizing the website’s content for both users and search engines. This will help us to raise awareness about our mission, improve user engagement, and drive more traffic to key resources, such as donation pages.
3. Scope of Work / Assignment:
The agency will develop and implement a comprehensive SEO strategy tailored to meet ChildFund India’s objectives.
The deliverables are:
- At the start of the assignment-
- SEO Audit: A detailed audit of ChildFund India web presence including- website’s performance, usability, functionality, content effectiveness, and compliance with best practices in design, technology, and accessibility. It should include-
- Technical Audit- website speed, loading time, identify broken links, security and protocol etc.
- User experience- website navigation, content relevance etc.
- SEO audit- off page and on page SEO performance etc.
- The audit should be followed up by a detailed report and steps to enhance the website quality and sharing SEO strategy.
- SEO Audit: A detailed audit of ChildFund India web presence including- website’s performance, usability, functionality, content effectiveness, and compliance with best practices in design, technology, and accessibility. It should include-
- Develop comprehensive strategy for the website, based on the audit findings. Agency will share a detailed document on the annual strategy, mention KPIs, milestones etc.
- Monthly/regular tasks to be done: implementation of annual plan and monthly monitoring. Following monthly tasks are included:
- Keyword Strategy: A documented keyword strategy with prioritized keywords and suggested content.
- On-Page SEO Implementation: Optimized website pages, meta tags, headers, and other content.
- Content Plan: A strategic content plan to enhance SEO performance and user engagement.
- Technical SEO Improvements: Implementation of all technical SEO improvements.
- Local SEO: Improve ChildFund’s visibility in the local geographical search and optimize Google Business profile.
- Monthly Reports: Set up analytics, and submit regular performance reports, including traffic metrics, keyword ranking, and other key performance indicators (KPIs).
4. Final SEO Optimization Report
A final assessment report at the end of the engagement, summarizing the improvements and achieved results at the end of the contract.
5. Assignment Duration and reporting timeline:
- The consultant/agency would be engaged for eleven months; from the day the contract is signed.
- SEO audit and submission of strategy report need to be done within the first two weeks of signing the contract.
- Monthly progress report will be submitted by the agency by 7th of every month.
- Final report to be submitted at the end of the contract period.
6. Management and Reporting Arrangements:
The prime point of contact regarding the management of contract shall be the Communications Manager.
7. Confidentiality:
All discussions and documents relating to this TOR and assignment will be treated as confidential by the parties. Any document, tools, templates, pictures, video clips, working files, Final video, final document, etc. collected and developed through this assignment is the property of ChildFund and will have sole ownership on it. Without the explicit approval of ChildFund, no part of the information related to the assignment can be reproduced and used in physical or digital form.
All discussions and documents relating to this TOR will be treated as confidential by the parties.
8. Child Protection:
The consultant will strictly adhere to the requirements and sign ChildFund’s Child Safeguarding Policy prior to undertaking this consultancy.
9. Branding:
The services should align with the ChildFund brand and guidelines. The same will be shared during the initial discussion.
10. Schedule of Payment:
The payment for this assignment shall be done in form of monthly fees.
